Carol Gladstone\nCommissioner
\nCarol Gladstone was appointed by Governor Baker to serve as Commissioner of the Division of Capital Asset Management and Maintenance (DCAMM) and started in that role on Feb. 26\, 2015. \; She came to the position with more than 35 years of experience in both public and private real estate and project management.
\n
\nPrior to her appointment\, Carol was a Principal in project management and real estate at Stantec Consulting\, an international architecture and engineering firm\, following the acquisition of her firm GLC Development Resources. GLC was co-founded in 2000\, and provided real estate development and advisory services to private\, public and non-profit clients.
\n
\nGladstone&rsquo\;s public sector experience includes three years as the Assistant Receiver for Community and Economic Development for the city of Chelsea during the state receivership. She also spent time in state government as the director of Real Estate for DCPO (the previous name for DCAMM).
\n
\nCarol began her career as a project manager at the Beacon Companies\, where she was responsible for the award winning Rowes Wharf mixed-use waterfront project and the Hotel Meridien (now Langham Hotel).
\n
\nGladstone previously served as vice chairwoman of the Massachusetts State College Building Authority and as a Trustee of the Emerald Necklace Conservancy. \; She is currently board president of the Brookline Arts Center

Jay Mitchell\nDeputy Commissioner of Design &\; Construction
\nJay is a graduate of Tufts University (B.S. Civil Engineering) and the University of Texas (M.S. Construction Engineering &\; Project Management) and has been serving the Commonwealth as a Deputy Commissioner of Design &\; Construction at the Division of Capital Asset Management and Maintenance (DCAMM) since September of 2017 after concluding a 25-year career as a uniformed Officer in the Navy&rsquo\;s Civil Engineer Corps. \;

\nJay has served in a number of increasingly complex leadership roles. \; In his final assignment with the Navy\, he was the Commanding Officer of the Naval Facilities Engineering and Expeditionary Warfare Center in Port Hueneme\, CA. \; As Chief Executive and senior Acquisition Official for an organization consisting of over 1000 multi-disciplined engineers\, scientists\, and business professionals\, he led the global delivery of over ~$1.5B in specialized facilities engineering services\, research and development\, and acquisition of the Navy&rsquo\;s expeditionary and construction equipment. \; \; Other notable assignments include the Director of Operations for Naval Facilities Engineering Command\, Washington DC\; Commanding Officer of Naval Mobile Construction Battalion 7 (Seabees)\; Resident Officer in Charge of Construction for the new $1B Walter Reed National Military Medical Center\; along with a number of other assignments leading construction contract administration\, facilities management\, and Navy Seabees throughout the globe. \; \; \; \;

Paul Crowley\nDeputy Commissioner of Real Estate
\nPaul M. Crowley joined the Division of Capital Asset Management (DCAMM) as Deputy Commissioner of Real Estate \;on August 8\, 2019. He came \;to this position with more than 30 years of experience in both private and non-profit sector\; responsible for investment performance\, asset management\, corporate use and medical delivery space.
\n \;
\nPrior to joining DCAMM\, Paul was Vice President and Senior Managing Director for John Hancock US Asset Management. He was responsible for the US portfolio consisting of 25 million square feet of first-class office\, industrial and residential properties for John Hancock/Manulife Financial and third-party clients with a market value in excess of $8.0 billion. Paul worked closely with portfolio managers to develop and support strategic planning processes and execute capital\, leasing and operational goals.

\nCrowley&rsquo\;s non-profit experience includes seven years as the Real Estate Director for Harvard Pilgrim Health Care\, where he represented Harvard Pilgrim in the development of their headquarter building in Wellesley\, Massachusetts.

\nPaul began his real estate career with Spaulding &\; Slye (now Jones Lang LaSalle) and served as their Assistant Regional Director of Property Management\, New England Division.
\n \;
\nPaul has served on several boards including\; Babson College Real Estate Advisory Board\, Big Brothers &\; Big Sisters of Massachusetts Bay\, the Back Bay Association\, and A Better City (&ldquo\;ABC&rdquo\;).

Brian McPherson\nDirector of Access and Opportunity
\nBrian McPherson is the Director of Access &\; Opportunity for the Division of Capital Asset Management &\; Maintenance (DCAMM). As the Director\, Brian serves the construction community in creating access to opportunities for minority and women owned businesses and workforce. In addition\, he oversees the Certification Unit ensuring qualified contractors are DCAMM certified to bid on public construction projects. In his role he serves as a key outward face of DCAMM in dealing broadly with awarding authorities\, contractors\, architects\, engineers and facility management vendors. He is the leading voice for DCAMM in many aspects of these key relationships throughout the Commonwealth.

\nBrian has over 30 years of experience in the construction industry. He is the former Director of Diversity &\; Workforce Compliance at Suffolk Construction Company. In that role\, he built both a local and nationally recognized diversity program that had significant results over his tenure. Prior to that responsibility\, Mr. McPherson was a Senior Project Manager completing over $1.5 Billion in day to day management of dozens of construction projects for several major general contractors. He has led teams on countless projects across commercial\, residential\, government\, education\, healthcare and science &\; technology sectors.

\nHe is a proven industry leader who is truly dedicated to diversity throughout the Commonwealth. As a testament to his passion\, in 2012 he was honored by the Boston Business Journal&rsquo\;s with the Leader&rsquo\;s in Diversity Award.
