Chuck Borstel
Joe Albanese met Chuck while the two were responding to the 2018 emergency in the Merrimack Valley. At the time, Chuck was the Commissioner of the Division of Professional Licensure and was responsible for all permitting and inspecting of the residences and businesses effected by the gas explosions. Chuck and Joe shared the same goal to get residents back into their homes as quickly and safely as possible. They accomplished that goal as a team and developed a mutual respect that led to Chuck’s decision to join Commodore.
Chuck’s career began in finance, but it didn’t take long for him to discover that a career confined to sitting behind a desk was not for him. He gravitated towards working directly with people. He applied for an opportunity in Community Affairs at what is now the Department of Conservation and Recreation. He eventually became the agency’s press secretary before leaving to take the position as Assistant to the Director of the Division of Professional Licensure. During his time there he was appointed to the inaugural Sheet Metal Board. The board was charged with creating a licensing and regulatory process that governed the sheet metal industry. That was the catalyst for Chuck’s passion for the construction industry and regulatory compliance.
He has worked for the Association of Building Contractors, Commissioner of the Division of Professional Licensure including the Office of Public Safety and Inspections, and The Commonwealth of Massachusetts where he was the Deputy Undersecretary of the Office of Consumer Affairs and Business Regulations.
Andrew Wailgum
As a member of the Firm’s Litigation Department and Construction Law Group, Andrew Wailgum represents corporate clients ranging from Fortune 100 Companies and ENR Top 10 companies, to regional mid-sized businesses, to local small businesses on construction and insurance coverage matters.
He chairs Murtha Cullina’s Construction Law Group. In his construction practice, he counsels owners, developers, lenders, general contractors, construction managers, subcontractors and material suppliers regarding all facets of construction work on both private and public projects. His work on public construction projects includes federal projects as well as state and local projects performed under M.G.L. Chapters 30, 149 and 149A.
Andrew represents clients on vertical and horizontal construction and demolition projects including office buildings, student housing, university and private school classroom and laboratory space, hotels, apartments, condominiums, elder housing, retail and office fit-outs, big box and small box retail stores, restaurants, theaters, hospitals, museums, historically significant buildings, athletic fields, golf courses, marine landings, public transit stations, parking garages and bridges.
His work includes the drafting and negotiating of general contracts, construction management agreements, design/build agreements, design professional agreements, subcontracts, joint venture agreements and other construction-related contracts for projects using various delivery systems such as traditional design-bid-build, CM at risk, design-build and integrated project delivery.
Sara Bryant
As a partner in the Firm’s Litigation Department, Sara Bryant represents clients ranging from regional businesses to Fortune 100 and ENR Top 10 companies in the areas of construction and business litigation. She has extensive experience in dispute resolution in all forms including mediation, arbitration, administrative proceedings, jury and non-jury trials.
In her construction practice, Sara represents construction managers, subcontractors and owners in state and federal courts in the trial and resolution of construction disputes on public and private projects. She handles matters involving allegations of breach of contract, defective work, mechanic’s liens and Chapter 93A violations. Sara is also involved in drafting and negotiating contracts and contract claims as well as securing lien and bond rights. In her business litigation practice, Sara represents clients on matters involving landlord/tenant and general business disputes, tort and product liability and insurance coverage.
Sara is the President of the Boston Chapter of the Professional Women in Construction. Sara previously served as an officer of the Massachusetts Building Congress and was co-chair and co-founder of the MBC Women’s Network. Sara is also a member of CREW Boston (formerly New England Women in Real Estate) and the Associated General Contractors of Massachusetts. Sara has been selected as a Rising Star in the area of Construction Litigation from 2009-2015 by Massachusetts Super Lawyers.
Mark Tarallo
Mark J. Tarallo is a member of the Business and Finance Department and Mergers and Acquisitions and Entrepreneur practice groups.
Mark represents entities ranging from startups to publicly listed international businesses. He works closely with clients to negotiate, draft and review all documents in connection with venture capital financings, securities offerings and mergers and acquisitions.
Mark’s experience with mergers and acquisitions includes both US-based and international businesses. He has represented buyers, sellers, investors and management teams as part of these transactions and has been responsible for all aspects of the transactions, from letter of intent to closing. Mark has also been responsible for conducting due diligence on all aspects of these transactions and providing reports and analyses to boards and private equity funding sources.
Additionally, Mark advises clients on general corporate matters including securities, governance, intellectual property, licensing, employment and litigation. He also assists clients such as private funds and investment advisers in connection with regulatory and securities matters.
