Description
Join AGC MA for an exclusive members-only webinar introducing the newly issued Massachusetts Responsible Contractor Guidance, released by the Executive Office of Housing and Livable Communities . This guidance establishes standards for determining “responsible bidders” and contractors on public construction projects under M.G.L. c. 149 and c. 30, including key compliance, safety, and workforce requirements.
Our discussion will break down the intent, scope, and practical implications of the guidance for general contractors, subcontractors, and public awarding authorities. Attendees will gain insight into:
-
The core requirements of the Responsible Contractor Guidance
-
How it impacts prequalification, bid evaluation, and contract award processes
-
Recordkeeping, training, and workforce documentation expectations
-
Strategies for compliance and best practices for implementation
This session will also include an opportunity for members to share feedback and raise questions regarding the guidance’s application in real-world project scenarios.

Who Should Attend
This session is designed for:
-
Owners, executives, and estimators involved in pursuing public work
-
Compliance and HR professionals responsible for workforce documentation and training requirements
-
Project managers and safety leaders navigating qualification and reporting expectations
-
Subcontractors who must demonstrate compliance to prime contractors
Why It Matters
The Responsible Contractor Guidance introduces new expectations around workforce training, safety performance, and recordkeeping that may influence prequalification, bidding, and award decisions. Understanding these standards early will help your company:
-
Avoid disqualification or delays in bid review
-
	Strengthen compliance systems and documentation
-
Align workforce and subcontractor practices with state requirements
-
Stay ahead of enforcement or certification changes expected in 2026 and beyond
